This is pure fanfiction. There's not a single part of the Gospels which defends it. The only thing Jesus says about vengeance is leaving it to God.
This cope also doesn't apply to the other two examples given in that exact same section; if someone robs you of your cloak, give him your tunic also, and if someone kidnaps you and makes you walk a mile with them, walk two miles instead. How does giving a robber more stuff than he even wanted mean that you're just trying to show restraint?
The point of the lesson as Jesus teaches it is that you should respond to violence with compassion, up to the point of allowing yourself to be killed, which is exactly what Jesus himself does with the Pharisees. If you think that's nuts, I agree, and that means you're not any more Christian than Richard Dawkins.
