Yeah, it's meant as OP target after pulling the panties down. It seemed to work for that purpose before.

Thanks for looking at it, from what I can tell you've removed the append-rot from bone 13 and inverted it on bone 18 (and changed the weighting).

But the result isn't really what I'm looking for, I was hoping to avoid bends like in pic related. Rotation in the left leg still affects the right leg as well, which I wanted to avoid. But maybe this is just impossible to avoid since IK can only fix one direction, and without the support of calculating cross products within the bone operation settings I think I'm expecting too much.

Oh well, this way it's still much easier to animate since I only need to adjust rotations.
