Basically the Blood Elves are the High Elves who couldn't let go of their mana addiction following the destruction of the Sunwell, which was basically an infinite supply of Crack. This, coupled with the racist treatment of Marshall Garithos (the human kingdoms were in disarray at the time too) caused the majority of the elf population to leave the Alliance and name themselves the Blood Elves.
Those who fought their addiction and thought staying with the alliance was the better idea are the unplayable High Elves.
