I would believe it, if there wasn't the "bad" ending where you accept his deal and can already see what Kasumi's perfect world would look like. Which is just one where everyone else around her is happy.
That's also the first and only time I chose a bad ending not for completion, but because I actually believed in it. I feel like at least up to the point where you can side with Maruki, you have absolutely no reason to consider that world a bad one. The credits and epilogue just made me more convinced of that.

Oh well, still need to get the true ending regardless.
