25 years after this article was written, (1 year before Afghanistan, 3 years before Iraq) zilch has changed.
Why?
When Prussia was beaten by Napoleon they immediately started reforms and soundly defeated him a few years later. Where is the arab/persian Prussia, or rather, why does it not seem to exist?
