More like expose them for the sake of the people of Ivalice sooo the same shit they were doing before getting trapped in the underworld. Ramza's goal wasn't just to save his sister but also expose the truth behind the plot and confront the ones orchestrating it. If the people were still laboring under corrupt leadership, there's no reason to think that Ramza would run away (again) after swearing during Chapter 2 that he'd never turn a blind eye.

It's character regression if he did what he said he wouldn't do anymore, and ran. Unless I'm given a more compelling reason than, "people don't like him"
