I don't think it's a problem with just wages, although that part does matter, it's also a problem with lifestyle. Nobody young wants to live like a farming boomer. Even if they get a decent wage, it's a decent wage to...live in a trailer or a shitty apartment in a semi-abandoned small town with fuckall to do except sit in your goon cave or develop alcoholism. If you're a young man and the internet has fully unburdened you from delusions of Protestant work ethic leading to some glorious afterlife, you don't want to move somewhere that won't let you have some good experiences.
I think what would work are eco-farm eco-village type arrangements where everyone who works on the farm lives on the farm in one big group. Young people are desperate for flesh-and-blood connection, and I think if you're offering not just a decent wage but also the experience of living some kind of trad-adjacent lifestyle you could get bodies there.
But boomer doesn't want to do that. Boomer wants everyone to live in stoic silence like it's 1845 still.
