The government pretty much runs the farms. The state pays the farmer to grow a certain crop, the "farmer" today is just a manager for the state-funded agricultural sectory. I don't think it's a problem with just wages, although that part does matter, it's also a problem with lifestyle. Nobody young wants to live like a farming boomer.
