Is shipping cost part of the customs duties or not?
Rephrased, are shipping and various service fees taxable during import?

I've read everywhere that (product value + service fees + shipping cost) is the basis for taxation, however for my order only the raw product value had been taxed, which made a huge difference.

Could it be that shipping and service fees are taxed ONLY when using national postal services? I've used a courier service, which only a minority of buyfags seem to use for importing and I'm thinking this made the difference.
Couriers have a whole different infrastructure, plane fleet and entry points, maybe even legislation in this case.

I'm from the EU, so I don't think there are procedural differences between the countries. Even my own country laws seem to indicate that shipping and service fees are taxable, but the entry point was a german cargo airport in Leipzig.
