Actually anon, please note anon, that not always is someone who appears to be a foreign shill *actually* shilling for foreign governments.
The tip is determining whether the person is raising the point in a negative way, to paint a western country as bad - or whether they are raising it in a way so as to cause retrospective inflection as a means to actually benefit a western country.
Healthy criticism =\= foreign shilling.
However, in most cases, if a person is actively hating on a western country without offering a way for that country to improve said thing, it can be safely determined that they are, in fact, a foreign government shill.
