Emiya actually isn't weak. He's actually one of the best possible servants you can summon in a Grail War.
His mindset makes him pragmatic and willingly to do shady shit like snipe masters.
His projection skills let him fight in melee with top tier servants like Cu and Kojiro. Projection also lets him steal and use other servant's NPs.
His Broken Phantasms can overwhelm even a top tier servant like Artoria Pendragon.
With Unlimited Blade Works, he could kill most servants the same way Gilgamesh does with Gate of Babylon spam.
Mind Eye basically gives him battle precognition.
Heaven's Feel and CCC both confirm that he can project divine artifacts like Excalibur.
Even with a broken arm and no backup, he's still strong enough to kill HERCULES with godhand six different times.

If you have the mana to support Emiya, then he's easily top tier. He may not be god tier like Solomon or Serious Gil, but 9 times of 10, he could easily win a normal grail war
