Save modifiers are perfectly fine as a mechanic in general and switching to them for would eliminate most of the issues with many weapons just being totally useless and 50% of weapons needing to have some variation of Breaching. Generally WFB manages by having save modifiers greater than -2 being extremely rare and the majority of melee and ranged attacks having no AP at all. When 40K used save modifiers weapons generally all had insane values so shit got annihilated whenever it got hit, but also there were accuracy modifiers. The big issue is that it would them to completely recalibrate weapon and unit statlines, which is a big task that would likely be fucked up, so youd probably end up with one really fucked up edition minimum.

I think they should bring them back, keep the values super low and then also bring back range modifiers and also make charges happen on the movement phase while they are at it.
