black cleaver is not a 1v1 tank dueling item its a team-amp item. the main value you get from Black Cleaver is when another person beside you is attacking the same target (this is said assuming your target doesnt have some sort of armor-ratio you are trying to mitigate in order to weaken them ala Rammus/Lil Nas). at full effectiveness Cleaver gives -30% armor whereas Last Whisper items give a upfront 30-40% pen with LDR being the highest.

Generally then it comes to beating tanks you actually will need to somewhat rely on your champion kit to do the heavy lifting moreso than your items. most top lane champions are balanced around having tools to help them deal w tank champions but what you are looking for is any combination or slew of %hp damage,%shred, True or %pen. If you are playing something like Briar or Interior Crocodile make sure you sequence your %shred ability FIRST before your other damaging abilities.
