You're taking this picture out of context. Understand this is a casualty of war between cartels who are at continual war with each other.

He was chopped up by his enemy. Would you rather he die to a GBU-54/B JDAM dropped on his home? How about an AGM-114 Hellfire missile from a Reaper drone?

That picture is from the cartel wars, and wars are messy. The folks that did this, they are not mindless barbarians running around chopping people up. These attacks are carried out for very specific reasons to very specific people by highly trained individuals.
