All gameplay is free. Subscription gives you tremendous advantages without which it is simply uncomfortable to play. 90% of cosmetics are locked behind seasonal passes and store rotation. Packs containing items from old seasons sometimes appear in the store but you need a subscription ($13) to buy them, and they cost about $20 in in-game currency. There are also cosmetic bundles that can only be purchased with real money and change every season. There's a plethora of event cosmetic items that you can't obtain anymore. You get 3k in-game currency for free once by completing challenges and 1k per season. A lot of cosmetic items for camp from the cash shop have gameplay features. Most of the cosmetics have already been ported to Fallout 4.

Controls and UI are better but with literally all items unlocked and purchased, you'll have less objects to build with than Fallout 4 with all DLCs. And yes, almost all objects have already been ported to Fallout 4.

Darktide has very fun gameplay and you don't really think about cosmetic items.
In Fallout 76 building a camp is a pretty big part of the game and many objects give you gameplay advantages not to mention the subscription.
