He died, trained with Gods, learned everything he needed to learn as a martial artist and warrior from multiple masters. He even reads fucking minds. It truly looked as if Goku evolved to the utmost level here and only needed to train by himself on his way to fight the strongest tyranical being on the universe on the planet where the DRAGON BALLS originated. His own Kanji was on his Gi (悟), which reads as Enlighment, also. For the story to keep going, regressions needed to be made. That's why for Super to exist, he forgets everything that was taught to him, and has to be taught by multiple trainers and Gods as a 50yo manchild.
American's favorite Saga is Cell's 9 out of 10 times. Probably because Toriyama used Terminator as his inspiration. So I'd say that's why they use Buu Saga as a scapegoat, when in reality both are convoluted for the reasons stated above. But well, in Z arcs post Freeza at the very least Goku & friends stay consistent character wise. It's just that the hero's journey was truly over.

It also helps that Krillin, Gohan, Vegeta and Piccolo play a big part on the plot, and the game of cat & mouse is masterfully done. There were multiple threats besides Freeza. They had to fight the Galaxy's elite. That makes for a full set of both allies and enemies that make the story more fun to read. In Buu, Buu is the only real threat.
