It's acceptable the first time. Doing it with two major villains in a row while throwing a constant stream of fighters you know are going to lose until Goku shows up against the big pink meat wall is not compelling writing or good pacing.

They even try to delineate between Namek/Ginyu/Frieza as "sagas" when all of that shit is plainly, inarguably part of one consistent story with a beginning, middle, and end. AKA a "story arc" within a greater narrative (albeit calling Dragon Ball a narrative is fucking seriously stretching the meaning of the word). They're arcs. Frieza is responsible for the Saiyan's demise and thus Goku arriving on Earth
Namek is an important setting as the home of the original Dragonballs, and the characters have to search for them while avoiding Freeza's goon squad

Punches are fueled by ki, dumbass. Gohan and Vegito were beating the fucking shit out of Buu with only their hands. Blowing up parts of Buu with energy blasts isn't a sure bet either, since he can still regenerate if the blasts are too weak.

Buu saga had too many thing that had no point to them. There was no need for ss3, gotenks didn't need to exist, ultimate gohan didn't need to exist, vegito didn't need to exist, kid buu makes no sense because he should have just turned back into evil buu, buu's eyes randomly turn red and never turn back with no explanation.

Literally no one other than goku could do more than a small sneak attack on frieza once he hit his final form though, so the argument that other characters were smacking him around doesnt really mean much when he was holding back the entire time.

It's where the protagonist's character growth reaches full circle. The true story about his origin was finally unveiled and here he comes to terms with his nature instead of just rejecting it.

He died, trained with Gods, learned everything he needed to learn as a martial artist and warrior from multiple masters. He even reads fucking minds. It truly looked as if Goku evolved to the utmost level here and only needed to train by himself on his way to fight the strongest tyranical being on the universe on the planet where the DRAGON BALLS originated. His own Kanji was on his Gi (悟), which reads as Enlighment, also. For the story to keep going, regressions needed to be made. That's why for Super to exist, he forgets everything that was taught to him, and has to be taught by multiple trainers and Gods as a 50yo manchild.
American's favorite Saga is Cell's 9 out of 10 times. Probably because Toriyama used Terminator as his inspiration. So I'd say that's why they use Buu Saga as a scapegoat, when in reality both are convoluted for the reasons stated above. But well, in Z arcs post Freeza at the very least Goku & friends stay consistent character wise. It's just that the hero's journey was truly over.

It also helps that Krillin, Gohan, Vegeta and Piccolo play a big part on the plot, and the game of cat & mouse is masterfully done. There were multiple threats besides Freeza. They had to fight the Galaxy's elite. That makes for a full set of both allies and enemies that make the story more fun to read. In Buu, Buu is the only real threat.

Goku in the Buu Saga spit venom at Baibidi, fought Vegeta, threatened Gods and made his son hero as contingency while coming up with Goten-Trunks as MC. He even took Vegeta to fight Buu who respected Gohan enough to get them on the hunting trip. This is the best Goku since 23rd Budokai. It shows how he went from a cocky fighter to champion
