I feel like everyone just keeps peddling misleading info on Phrolova to suit their agenda. She's stuck in some limbo as a purely fantasy concept removed from death but it's not like she's unaware of your presence either, as she reacts accordingly to you when you initiate the final interaction with her and as shown in her side content which are all set after the story.

So while her story is practically complete in giving her a conceptual "death", they also left it open enough so they could bring her back any time if they really wanted to. There's also the fact that Phrolova's case is unique as one of the main villains in the story, so time will tell in how they handle other characters.
