They put the King Sihanouk officially in charge because the rural peasants liked him, but he wasn't actually in charge, he was just sitting in his house. Then they removed Sihanouk and announced that the "Organization" was now communist, and Pol Pot was announced a prime minister, but nobody knew who he was, and they came up with a fictional biography for him as coming from a poor peasant family, and then they'd renounce communism and would say they were doing something REALLY different and special and mind-blowing while killing a bunch of people and saying "we're all brothers and sisters..." *bang*

There was never a personality cult around him because he kept his own image murky. He was highly introverted and used a lot of different pseudonyms throughout his life.
