She appears once or twice at random during the week in the Everfree.
You can do this to have her appear every day:
1. Save your game and quit.
2. Go to game\engine\locations and replace location_manager.rpy with the one from https://u.pone.rs/bmodkkup.zip
3. Launch the game and load your save. You may need to pass a day or switch between morning/evening. She will always be in the everfree.

You can also copy her folder from CoreCharacters, paste it into CustomCharacters, and create a schedule.json and character.json for her so she can roam Ponyville and change locations.
