You entered the level range where your damage sucks if you have bad artifacts, so you should get ok 5 star artifacts for your damage dealers.
My suggestion is to level up Ineffa, she is your best damage dealer(ideally you want ATK/ATK/CRIT from the gilded sumeru artifact set, and either the inazuma craftable spear or the upcoming nod krai spear), don't worry about her talents too much, focus on getting her to level 90(matters more for reaction damage) and her artifacts first, make sure to run her in a team with hydro(barbara or the upcoming free Aino will work well with Ineffa, make sure you get the free greatsword from the current Natlan event).
The second character you should focus on is Sucrose, get a VV set(the green mondsatdt one) with EM/EM/EM main stats, also get her to level 90 and don't level her talents at all, they barely affect her damage.
Xingqiu may also be worth leveling up if you have a sac sword lying around, he is a solid hydro sub-dps who can act as a defensive support while also dealing damage(unlike Barbara), but you could just wait for the free Aino next patch.
Leveling Ineffa and Sucrose should let you easily deal with overworld enemies until you get more decent characters, sadly most of what you have has very little synergy.
