The multiplier will only apply to bosses and enemies that reward you with BO when they die, not from looting BO or BO rewards from EXMs for example, getting BO tickets from Renton will be the best way to get BO quickly during this event, assuming you have a lot of PP to spend on those tickets, spend 1k PP and get 25k BO from the BO dungeon.
