I'm only starting to get into the Sakura Taisen series, so I'm really not an expert in it. But from what I've seen of it, it's basically a reboot of the series following the nephew original protag of the first games in as he stays in New York. It's also has the atmosphere of a 2000s anime, with a lot of the typical silly tropes that come with it.
A lot of the mechanics like the dating sim aspects and the strategy RPG combat are streamlined, but not so much that if you played another Sakura Taisen game, it would play completely differently. It's tailored towards newcomers more than anything which makes sense since this was the first game in the series to be made after Sega went 3rd party.
The best way to put it is that older Sakura Taisen fans would be somewhat disappointed in it since it's a lot simpler and rather tangential to the stories of the previous games but newer fans would like it a lot more since it serves as a great introduction to the series. If you've been playing them since forever, play this while keeping in mind that it's a bit of a simpler experience. Otherwise, I think it does it's job of introducing new fans to the series well. The girls are cute and the story and setting (while not as intricate as the older games') still is vibrant and the gameplay is fun.
