I've seen people theorize that the Mems are trapped memokeepers and seen as Black Swan didn't want to go into Amphoreus alone I'd imagine the memokeepers and remembrance were always there, just trapped and in hiding. And I think Screwlleum and Herta getting admin privileges and fucking with Lygus was what gave them the confidence to step forward and reveal themselves.
