like it's stipulated by mu's contract with the devil or whatever that the dark power gained has to be used to rule as king of the world, and going too far from the throne is considered abdicating the throne and breaking the contract, then whoever next sat on the throne would be offered the same contract
because the scene where Sabo's blood brother is sworn in before the empty throne and thinks "So if I sit there, I'll be king of the world? I really really really want to try sitting there" feels like Oda trying to implant the idea that it would not just be a symbolic act
