There's a fundamental difference between an h-game and a game with h-content, but like most genre names (moba, roguelike, metroidvania, etc), the nuance is completely lost to most people.
An h-game has the porn AS the gameplay.
A game with h-content just has nudity or sex in it.
For example, if the porn sections aren't interactive, it fundamentally cannot be an h-game by definition (because the porn and gameplay are separate). So stuff like Rance and Kamidori aren't h-games.
