Clearly did considering almost every person born in Tehran is a mix of two or more ethnicities. Almost every ethnic group (excluding Jews, Georgians, Baloch, Armenians, Negros and Turkmen who combined don’t make up more than 4-5% of the populace combined) are genetically very close, follow the same religion and the languages are close (even the Turkic ones incorporate lots of Persian loanwords)
