Because Gen 2 was soul and a linear progression from Gen 1. We got older and as a result the game got more mature. Then Gen 3 came along it and it reset everything. Not only the Pokemon and the region, but also the setting. It was targeting kids.
That cycle repeated for every gen from then on btw. The games got easier and was targeting even younger audiences. Now it's for literal pre-toddlers and fetuses.

That's why we stopped playing Pokemon and got into other games.
