Jews need the numbers to equal six million and 2 thirds because of some prophecies. No matter what happens, there has to be a total of 6 million killed in all of Europe and it has to constitute.2/3rds of their population.

Specifically, there is a missing "Vav" (6th letter) in the phrase "ye shall return" in leviticus 25:10.

And more importantly in Zachariah 13:7-9

Awake, O sword, against My Shepherd,
against the man who is My Companion,
declares the LORD of Hosts.
Strike the Shepherd, and the sheep will be scattered
and I will turn My hand against the little ones.
And in all the land,
declares the LORD,
two-thirds will be cut off and perish,
but a third will be left in it.
This third I will bring through the fire;
I will refine them like silver
and test them like gold.
They will call on My name,
and I will answer them.
I will say, ‘They are My people,’
and they will say, ‘The LORD is our God.’”

Since those other irrelevant places are still in Europe, they need to be included in the count. Because it isnt an honest portrayal of the facts, its a state mandated attestation to their faith.
