It would probably be a fine place to start The tutorial seems pretty robust compared to most other games in the series, and the level order is sort of open? You have a designated "first" and "last" mission of most chapters but in between you can kind of pick and choose the order.

If you're interested in any of these series (other than a few that got shafted on plot) then it's not a bad place to start. Probably the best starting point out of the officially translated stuff, at least. Here's the series list if any interest you. A bunch are post-plot, though.
