That is fine. Creating systems to excessively punish people for being "toxic" is the worst thing to happen to modern multiplayer gaming.
Allow people to turn on word filtering and if someone bothers them just mute them. That's it.
When you create this excessively policed systems for banning people, sending them to low priority, preventing them from playing ranked or whatever because they said something someone thin skinned didn't like you're actively making your game shit to play. Because then it turns into people spamming reports or even goading and gaslighting people so they get annoyed to the point you can report them for something.
When you make a game that is not worth engaging with in chat at all, either because you might say something to upset someone mentally fragile or insane, can't handle banter between friends (or even being able to say some player's name like Necros because of voice detection systems thinking it's negros, or some other language like black in spanish is negro) and shit like that you actively made a game people don't want to talk in.
