I think this is cope, back when whites weren't at the top of the world. The Arabs imported so much and for so long white slaves that part of their population got bleached and became white themselves. Same with Chinese paying millions to get a white concubine or Greeks describing the ideal woman as white and pale and Roman accounts of the wife of elite men cucking them with Germanic bulls.
And even on parts of the worlds that never got into contact with whites (like in Japan) the ideal of female beauty was also white skin and paleness.
So I think is safe to say whites have always been very close to the ideal of beauty
