I also don't really think it was necessary. I've always thought the time between the original Commander's death and his return was the peak era of the comic. It included the war on Cobra Island, which is probably my favorite G.I.Joe story of all time. I saw no problem with Fred assuming the identity. He may have been an incompetent, indecisive pussy, but that's sort of realistic. He was just a figurehead while his lieutenants were doing the work. It didn't stop Cobra from being a cool, threatening bad guy organization, they had enough awesome villain characters to pick up the slack. I was not familiar with the cartoon back then but now I can see it's also similar with CC's characterization in the cartoon.
