Yes. Can you imagine that a wise worldly king would act differently according to temporal circumstances, condescending to the situational security of his subjects? Now how much more would God do? Men change, but God doesn't. Sometimes God does an intervention to save his flock of logical sheep, which can be violent. See the Battle of the Milvian Bridge 312 AD or the intervention of the Theotokos at the Arab Siege of Constantinople 717 AD. The SMO is also a sort of prophesied intervention (see Elder Jonah of Odessa) to end the Ukrainian schism in the Orthodox Church.
