It's because he doesn't want to write Eggman. Not the real one, anyway.
He's an archiefag. He wants to write the SatAM/Archie "Egg Hitler" version of the character, the one who is a genuine, world-conquering tyrant. SEGA won't let him do that in the main continuity, so instead of actually writing the core conflict of the entire goddamn series. Sonic versus Eggman. He just avoids it. He sidelines Eggman, turns him into a joke, or has him team up with the heroes so he can focus on his pet OCs and his obsession with writing resistance fighter fanfiction.

This is what happens when you let a fanfiction writer who is two degrees separated from Actual, Existing, Sonic the Hedgehog run the show. He's a cancer who actively dodges the fundamental premise of the franchise because it doesn't fit the Penders-style slop he actually wants to write.
