I think he only mean that Germans would simply repeat the Holocaust on Slavs/Other Soviet people after winning the war. The concern how the war of genocide would affect a sizable population of Germany was actually a real thing, I don't think they would kill the Germans since by the end of 1942 pretty much most of Europe already knew about Holocaust but I'm pretty sure the Ukrainian/Russian guards would be less lucky
