You yourself state it.
>Tails can do what Sonic does and more since the moment they met. Amy had to work her butt off to reach the same level of capability.
>Amy is like the living embodiment of Sonic's own Heart, while Tails constantly suffered from a lack of self-confidence and inner strength.
>Tails and Amy directly parallel each other the same way Sonic and Blaze do. They exist in balance with one another, and Sonic is what draws the two together. But >Sonic aside, Tails and Amy are likely to get along very well yet inversely likely to not gel well at all at the same time.
>Tails and Amy are inherently "Cute" and nice at their core. But with Tails being very analytical while Amy is very emotional, they are heavily likely to clash a lot.
You might not want to 'literally vault' Cream but you've definitely articulated that her presence takes away from Amy being 'cute in the past and don't want her to be a core member of the cast like she is as of Dream Team and would rather have Blaze be relevant instead of Cream despite Cream's superior popularity and kawaii factor.

I like that Tails and Sally have the actual relationship that Tails and Amy should have.

Her being a "girlboss" is fine. What people actually have an issue with is her being written like a MAN and not a WOMAN!
She needs to be a bubbly energetic teen girl who loves Adventure and Sonic! And whose good friends with Tails! This is how you write an Amy that has MASS, BROAD, APPEAL!
Now how do you make her competent? Simple! Make her playable! And failing that, give her a worthwhile role in the story. Have her bail out Sonic, Tails, or help some civilians evacuate or survive against EGGMAN ROBOTS!
It's not hard, not hard at all. In fact, I could write the perfect Amy with my hand tied behind my back. Believe me, folks, believe me. incredible Amy. Wonderful Amy.
