Musk wasn't alive until 1971, and didn't found SpaceX until 2002, so yes, they had to "play catch-up". But I would argue that SpaceX is currently at the top of the spaceflight industry, since they launch more flights and total payload than the rest of humanity combined (several times over), and they are the only ones who have the rocket vertical landing technology.
