Didn't it take them over a year to add item rotating to both axis after its initial iteration? It was so simple a "feature" and so highly requested I have to believe some poor retard was out of his depth for weeks trying to figure it out. Likely too frustrating and time-consuming to bother getting to work without breaking something else on a first pass, like sprite depth, which would have been added in the same sloppy manner. Hacks on top of hacks on top of hacks, no pun intended.
On a related note, we're currently waiting for drying herbs to work again. They decided a half-measure implementation where you can only dry one item at a time - taking a week minimum to make anything - is more ideal than the player getting them immediately. It's plainly hostile design as you've noted, and dually shows their comical incompetence in applying it.
Ragdolls alone had to have been such a headache, and it'll be ongoing as they still can't get melee ragdolls working (modders fixed it within a week as usual). And even once it's functional enough to be called stable, it'll still have to be synced in multiplayer.
B42's MP development is surely going to drag so far behind the actual update that I wonder if they'll end up splitting it/moving on since it's outsourced anyway... or double down and have another five year gap, eating crow due to mounting negative reception and essentially remaking large swathes of B42 based on feedback during the routinely glacial wait. Wouldn't you like to hold their hand and watch as they unwind and rewind mechanics they've added over the same time table it took to add them in the first place? It's going to take another six months of negging from their ballwashers to get them to figure out how they ruined guns. They'll cobble a 'fix' together and break something else. And the ride never ends.
