After all this time when all hope was lost, a modder named TheCraneOverlord actually made a mod that allows same-sex romance between fem!Shep and Tali in LE3 for the Mass Effect Legendary edition. It builds on the Same-sex romance mod by Rondeeno that covers the first two games.
