You host your own games.
Invite only True Survivors, have at least 1 but ideally 2 sources of gold toughness, use the following mod:

Check players' builds, pay attention to their curios. If someone isn't running gunner resist, reject them.
I've had some really good runs without cuck bubble and with only 0-1 sources of gold toughness, but those are the exception to the rule. Very few players are self-sufficient enough to survive without crutches. Chorus + shout + bubble should be able to keep most retards safe most of the time. Do keep in mind that zealots aren't trustworthy players and often unexpectedly the weakest link. If the psyker spontaneously implodes, it's more likely teammates not protecting him properly, which is often the zealot's job, but most of them are too busy chasing scoreboard numbers to play correctly.

Arbitrators are completely black and white. They're either carry GODS, or shitters that crutch on their OP class because they can't survive in havoc on any of the others. Most ogryns also suck, but I do think the class performs much better if you shower it in golden toughness nonstop. I personally prefer bull rush for DPS over taunt.

It's not really necessary. If someone made it to havoc 40, being an xbot or snoy isn't really an indicator for being bad anymore. I see just as many PC players play like utter shit. The following mod does what you want:
