This comes up in Rance X, the world's best tactician is a football commentator from the Free Cities named Gengorou Shinoda. (not american football like in KR)
He ranks head and shoulders above Arlcoate, Urza, and Cream who are roughly on the same level and among the best strategists in the world.
There's also Barres, Ex, and Tourin who are probably around the same level as Arlcoate/Uzra/Cream. Technically Arlcoate has Lv2 strategy while the rest are Lv1 but she's young and has less experience so her potential isn't fulfilled. She could probably meet or surpass Shinoda in the long run.
