I don't mean to argue details. My point was to say that the attacker in second scenario will still suffer deaths in the tens of millions (if not much more). Also we are not touching upon Russia's "Dead Hand" system which is a separate category of "second strike" all together.

And I understand the gamble. Which is why I expressed my hope that cooler heads will prevail in the West. Why can't we all just get along? :-)
