Phyrexian mana will be allowed in all decks. Transforming and other flip cards will be allowed in off-colour deck. Split cards will be allowed in off-colour decks. The commander rule will be changed again to include an 'armory zone' so that commanders can always have access to their signature equipment and spells. A 'familiar zone' will likewise be created so that your commander can have a pet. All of these changes will coincide with a new set or proouct release.

That'll happen sometime after transforming cards and flip cards are allowed in off color decks but before Phyrexian mana cards are allowed in all colours.
