I've cracked the code:
Victor is the Anti-Infernus. His kit totally shuts Infernus down, and other carries pretty hard as well... all bc of one level 3 ability upgrade:
-4s cd, purge all non-ultimate debuffs upon use for his jumpstart.
Fuck Infernus, Fuck Haze fixation, Fuck everyone.
He needs to be slowed by his aura of suffering too, he's OP, but he also counters all the other nasty fucks innately
