Nah, you misunderstand what they're trying to achieve here. Why do you think the system is limited to absos and arcanes instead of all equipment or even the equipment up to that point? It's because if your character is too weak for the bosses that drop boxes, obtaining absos requires you to do outdated weekly quests while arcanes require you to spend billions on droplets. This is notably different from CRA, which is why they're not tradeable despite being part of both abso and arcanes sets in the meta. Other sets like the boss accessory set, gollux, twilight and pitched also don't require any weird extra steps because they just drop from boss kills, hence why they're not tradeable either. The purpose of this change is to eliminate the outdated busywork around gear progression in order to make it simpler to create all the mules the game wants you to have, which is why it was mentioned alongside other ways to make that process more convenient. If the goal of this change was to increase the availability of rare drops it would have been under that section instead. The purpose of this system is completely different from what you think it is, which is why it's not going to expand the way you expect.

If the change was applied to boxes because that's easier to code then oz rings would have been included as well. Not that this idea makes any sense to begin with given that tradeability is trivially easy to code, consider for example the mix of tradeable and untradeable items in your use tab or the differences in tradeability between reg and boot.
