In reality it's God who is controlling it. God handed the kingdom of heaven to Rome after Israel had become fruitless. Then Rome fell after doing the same, now it's all a divided kingdom, hence all the wars and rumors of wars.

The bible gives us plenty of clues:

The beast was a system of control that existed in the past that doesn't exist today, yet it comes back. If we combine it with Daniels vision it makes sense, it's mystery Babylon.

They will be able to seemingly predict the future and do great signs and wonders to deceive elected officials all over the world.

- They wear scarlet and purple gay clothing in one of their main cities Rev 18:16, Jas 2:3

There is only one city I can think of where the priests are decked out in scarlet, purple robes, and wear precious stones and gold. The Vatican.

- They say they are Jews but are not Rev 2:9

In ancient hebrew and sumerian lore there was the Leviathan. It represented an unstoppable force that could only be controlled through an act of God. This fits with revelation and the prophets because the beast continues until the "rock made without hands" destroys it like in Daniels vision. That rock made without hands is the same as Jesus riding on the white horse, coming down out of the clouds.
