That's specifically Arc. But yes, Arc was able to ignore the abilities of a being that was rewriting reality and erasing things on a conceptual level. It's never explained why or if other Ultras can do this too. Arc is a pretty exceptionally strong Ultraman after all, able to create a barrier that protected earth from a solar system destroying corona of energy for 16 years straight.
