It's meant to be a daunting, for-the-committed-only type of thing, because you get credits after beating Act 2, kind of like an excuse to quit playing at that point if you weren't into it anymore. And if you're still enjoying, the extra requirements are a bonus, not drudgery.
But if you're ever just like "I need to replay Silksong Act 3," you can always just reload the checkpoint the game makes.
