You get more sneak exp for actually hitting enemies. At Canaan I finally started sneaking and got a pretty good boost. Once you get the deatomizer you can get free exp here and there whenever you surprise a bot without having to specifically grind the skill.

Sneaking up on level 1 and 2 bots and blasting them in the ass seems like a decent way to get a chunk of stealth exp.
